灾害作用情景下的区域韧性要素分析与理论框架构建——基于2025年西藏定日地震的扎根理论研究

摘要:

灾害作用情景下,培育韧性是区域适应灾害扰动及实现可持续发展的关键。梳理已有相关成果,以地方抗灾模型和适用性循环模型为蓝本,提炼出基于“情景-定位-目标”的适灾区域韧性分析框架。以此为基础,采用扎根理论的研究方法,对2025年1月7日西藏定日地震的应急管理过程开展编码分析,剖析该类型区域在灾害作用情景下的韧性影响因素并构建作用机制模型。研究聚焦于高原地震这一特定灾害的作用情景,突破了以往在区域韧性研究中仅关注城市和普通山区适应灾害的传统视角,从韧性研究理论与区域应急管理实践结合的角度,探寻系统性提升区域韧性的可行措施,提出了更加精炼的分析框架和实践路径,可助力于区域增强面向未来的防灾、减灾、救灾的综合能力,为区域可持续发展提供助益。

Abstract:

Under the disaster action scenario, the cultivation of resilience is the key to regional adaptation to disaster disturbance and sustainable development. Based on the local disaster resilience model and the applicability cycle model, a framework of “scenario-location-target” was developed. Based on this, this paper adopted the research method of the grounded theory to carry out coding analysis on the emergency management process of Dingri earthquake in Xizang on January 7, 2025, and analyzed the influencing factors of resilience in this type of region under the disaster action scenario and built the mechanism model. Focusing on the role scenario of a specific disaster, the plateau earthquake, the research breaks through the traditional perspective of regional resilience studies that only focus on urban and ordinary mountain areas to adapt to disasters, explores feasible measures to systematically improve regional resilience from the perspective of dialogue between the resilience research theory and regional emergency management practice, and proposes a more refined analysis framework and practice path. It can help the region to strengthen the comprehensive capacity of future-oriented disaster prevention, disaster reduction and relief, and provide benefits for regional sustainable development.
