采用实证性调查研究方法,对15所高校2 264名大学生的电信网络安全状况进行问卷调查,分析了当代大学生遭遇电信网络诈骗的状况及其原因。调查结果表明:大多数大学生都遭遇过电信网络诈骗,女性大学生的受骗率高于男性大学生,电信网络诈骗在形式上渐趋多样化,大学生的电信网络安全意识不足,在受骗后主动维权的意识较差;大学生自身的价值观偏差与社会阅历浅、高校电信网络安全教育缺失、有关部门监管保障乏力是大学生遭受电信网络诈骗的主要原因。针对以上问题,有针对性地提出大学生电信网络安全教育引导和诈骗防范的对策与措施,即通过开设电信网络安全通识课程、创新电信网络安全教育形式、拓展电信网络安全教育载体、构建多方联动协作机制、加强相关法律法规制度建设等对策与措施,做好大学生的安全教育引导与诈骗防范工作,以助力大学生成长成才。

This paper conducts a questionnaire survey of telecommunication and network security among 2 264 students in 15 universities and analyzes the situation and reasons of telecommunication and network fraud in college students.The results show that the majority have been victims of telecommunication and network fraud with more female victims;the forms of telecommunication and network frauds vary;college students lack the awareness of telecommunication and network security and of right-protection.The survey and research also finds that the major reasons include college students' deviated values,shallow social experience,absent telecommunication and network security education in schools,and deficient supervision of relevant departments.In order to solve the above problems and prevent students from telecommunication and network frauds,some measures are proposed as follows:offering telecommunication and network security courses,providing new ways of telecom network security education,expanding the channels of telecommunication and network security education,and improving relevant legal systems and strengthening interconnection and cooperation among relevant parties.
